May I further ask why evaluators should learn about all stakeholders before evaluation? It seems quite unrealistic to understand everyone’s intention.

First, stakeholders generally include service providers, administrative staff, and board members. They may have different expectations for the evaluation. Hence, it is better for the evaluators to learn about the major stakeholders so that they could make more appropriate decisions on the goals, methods, procedures, and follow-up measures of the evaluation.
