Hello. I have never participated in any evaluation work before. I’ve read some evaluation reports and found them to be like research papers. It is very confusing to me as I failed to identify the difference between program evaluation and basic research. May I ask if they are the same thing?

Not really. Generally, research concerns questions of theoretical interest without regard to the information needs of people or organizations. Program evaluators gather information to meet the immediate or short-term needs of managers and to help people improve their effectiveness.
