I agree with your observation. There is a dynamic relationship between drug use and offending. A significant number of drug users have experience with committing crimes. People in the criminal justice system have higher rates of drug use (disorders) than the
general population. There are differences across regions, countries, and types of drugs and offenses committed. Still, this relationship exists around the globe, both among drug-using and criminal justice populations at every stage of the criminal justice system. High rates of drug use have also been found among prisoners. The percentages vary across several countries, but the percentages of criminal justice clients, including prisoners, using drugs are higher than those among the general population. People with drug use disorders may be involved in different types of offenses. They may possess, purchase, or cultivate controlled drugs for non-medical personal consumption. They may also engage in offenses such as robbery, theft, assault, burglary, and more serious crimes driven by drug use and drug use disorders.
