To conduct a program evaluation of the impact of mental health on service recipients' daily lives and functioning, consider the following steps:

Establish evaluation objectives: Clearly define the objectives of the evaluation, including the specific aspects of daily life and functioning to be assessed. Determine the desired outcomes and indicators that will measure the impact of the mental health program.
