As far as I know, there are three different kinds of program evaluation, summative evaluation, formative evaluation, and diagnostic evaluation. May I ask if the Review on IFSC mode conducted by the HKU is a formative evaluation? Thanks!

Yes, you are right. The Review on the IFSC is a formative evaluation as it emphasizes program learning and development to provide advice for the future development and improvement of IFSC services in Hong Kong.
