The reason could be complicated and require further exploration. But I guess it may partly be related to the working hours. SWD social workers are only on duty from 9:00 am to 5:00 pm on weekdays and from 9:00 am to 12:00 am on Saturdays, while the HOST social workers handle calls the rest time.
