Poverty itself is not some absolute state, but can only be considered relative to the income and wealth of a society, and this can, of course, vary across societies. It is a concept of relative deprivation, in which the relative absence of material resources becomes enmeshed with other factors which serve to exclude individuals and groups from the mainstream of society.
