Evaluation planning usually involves stating the purpose of the evaluation, understanding the organizational and political context in which the program operates, determining the evaluation uses, working with stakeholders to identify evaluation questions, and ensuring stakeholders’ buy-in of the evaluation regardless of its ultimate results.
