Time horizon: Assessing long-term impact requires extended periods of observation and follow-up, which can be resource-intensive and time-consuming. Longitudinal studies and sustained data collection efforts are necessary to capture changes in outcomes over time. Maintaining participant engagement and tracking them over an extended period can be challenging, especially in dynamic and transient populations.

Attribution and causality: It can be difficult to establish a direct causal relationship between a poverty program and long-term outcomes. Poverty is influenced by multiple interconnected factors, including social, economic, and environmental determinants. Isolating the impact of a specific program from other interventions, policies, or contextual changes requires robust research designs and control groups to establish causality.

Data availability and quality: Collecting reliable and comprehensive data on long-term outcomes can be challenging. Limited data availability or poor data quality can hinder accurate measurement of long-term impacts and limit the ability to draw robust conclusions about program effectiveness.

Long-term impacts can be influenced by various factors, including social structures, economic conditions, institutional changes, and individual characteristics. Understanding the specific pathways through which a program affects long-term outcomes and disentangling the interactions between different factors require sophisticated analytical approaches.

External factors and context: Long-term impacts can be influenced by external factors beyond the control of the program. Economic fluctuations, policy changes, social dynamics, and environmental factors can all shape long-term outcomes. Evaluations need to carefully consider and account for these external factors to attribute changes in outcomes specifically to the poverty program.
