The difference between process evaluation and outcome evaluation can be summarized as follows:

Focus: Process evaluation focuses on assessing the implementation of a program, and examining program activities, resources, and procedures. It aims to understand how the program is delivered and whether it is being implemented as intended. Outcome evaluation, on the other hand, focuses on the effects or impacts of the program on participants or the target population.

Measurement: Process evaluation measures program processes, such as program fidelity, adherence to protocols, and the quality and quantity of program activities. It assesses the inputs and outputs of the program. Outcome evaluation measures the outcomes or changes resulting from the program, such as changes in knowledge, attitudes, behaviors, or social indicators.

Timing: Process evaluation is typically conducted during program implementation or shortly after its completion. It provides insights into program implementation in real time. Outcome evaluation is conducted after the program has been implemented for a sufficient period to allow for the observation of measurable outcomes or impacts.

Purpose: Process evaluation aims to provide feedback and recommendations for program improvement. It helps identify strengths and weaknesses in program implementation, offering insights into how the program can be enhanced. Outcome evaluation aims to determine the effectiveness and impact of the program. It provides evidence of whether the program has achieved its intended outcomes.

Relationship: Process evaluation and outcome evaluation are often interrelated. Process evaluation provides important contextual information and data that can help explain the outcomes observed in the outcome evaluation. The findings from process evaluation can inform the interpretation of outcome evaluation results and provide a deeper understanding of the program's effectiveness.
