One of the most critical issues in implementing inclusive education policies is the abstract and idealistic articulation of rights and equal opportunities in policy documents, which through their abstraction have been disconnected from the composition of the education contexts in which policies must be implemented. Through their abstraction, policies fail to take the implications of dominant discourses for implementation into consideration and are constrained by the fact that no strategies for bringing about change are included. The dominant and persistent societal focus on an individual deficit approach that is detrimental and counterproductive to the successful implementation of the inclusion of people with disabilities in education systems continues to dominate education. By doing so, it totally overlooks disabling barriers of an institutional, attitudinal and ideological nature and directly affects the implementation of inclusive educational policies.
