When evaluating a program aiming to address housing needs for ex-offenders, consider the following five indicators:

Housing stability: Measure the stability of housing arrangements for ex-offenders after their release. This can be assessed by tracking indicators such as the length of time individuals remain in stable housing, rates of eviction or homelessness, and the percentage of participants who secure permanent housing.

Housing quality: Evaluate the quality of housing provided to ex-offenders. This can include assessing factors such as the safety, cleanliness, and suitability of the housing units. Consider conducting inspections or surveys to gather feedback from participants regarding their satisfaction with the housing conditions.

Access to support services: Examine the extent to which the program facilitates access to support services essential for successful reintegration. This can include evaluating the availability and utilization of services such as employment assistance, financial counseling, mental health support, substance abuse treatment, and social support networks.

Employment and income stability: Assess the program's impact on the employment status and income stability of ex-offenders. Indicators may include the percentage of participants who secure employment, the length of time individuals remain employed, wage levels, and the proportion of participants who experience income growth or stability over time.

Recidivism rates: Measure the program's effectiveness in reducing recidivism rates among ex-offenders. Track the percentage of participants who are re-arrested or re-convicted within a specified period after release. This indicator provides insight into whether the program's housing support contributes to improved reintegration and reduced criminal behavior.
