May I ask how they can get anti-drug publications or exhibition materials in HK?

They may fill in the application form and email/fax to Narcotics Division officers for taking posters, leaflets, or borrowing exhibition panels. The application form can be downloaded on the website of https://www.nd.gov.hk/en/publications.htm or https://www.nd.gov.hk/tc/publicity_materials.htm.
