Any study for analyzing role of Government and NGO for their effectiveness & collaboration in Disaster Recovery?

Hi, I would like to ask if there are any study or standard approach for analyzing the role of Government and NGO in terms of their effectiveness & collaboration in Disaster Recovery? Our project focuses on Aid Harmonization at local and national level for disaster recovery. Many thanks!

Learning is valuable to facilitate flexibility and adaptation. Thus, it is good to plan for the tailored program logic model. The concern is about conceptualization and measurement of aid harmonization. Therefore, it needs the reflection and clarification of aid harmonization.
