The target populations are high-risk youth aged 15 to 21 who have behavioral, emotional, and/or emotional problems and manifesting prolonged employment difficulties, family relationship problems, and/or undesirable peer associations as referred by social workers. The target populations are young probationers aged 15 to 21 who are referred by probation officers.
