Identifying the target population for social disadvantage programs is a crucial step for program evaluators. Here are five points on how evaluators approach the identification of the target population:

Needs assessment: Evaluators conduct a thorough needs assessment to understand the nature and extent of social disadvantages in the specific context. This involves reviewing existing data, conducting surveys or interviews, and engaging with stakeholders to identify populations that are disproportionately affected by social disadvantages. The needs assessment helps evaluators identify the target population based on the severity and prevalence of disadvantages.

Policy and program objectives: Evaluators closely examine the policy or program objectives to determine the intended beneficiaries. By reviewing program guidelines, documentation, and relevant policies, evaluators gain insights into the program's intended impact and target population. They assess how the program defines and identifies the specific social disadvantages and the population groups it aims to support.

Eligibility criteria: Evaluators analyze the eligibility criteria set by the program to determine the target population. These criteria may include income thresholds, demographic characteristics, geographic location, or specific life circumstances. Evaluators assess the rationale behind these criteria and their alignment with the program's goals and objectives.

Intersectionality and vulnerability assessment: Evaluators recognize that social disadvantages can intersect and compound, leading to increased vulnerability for certain groups. They employ an intersectional lens to identify populations that experience multiple forms of disadvantage based on factors such as gender, race, ethnicity, age, disability, or migration status. Evaluators consider vulnerability assessments to identify groups that face higher risks and barriers due to multiple intersecting disadvantages.

Stakeholder consultation: Evaluators engage with relevant stakeholders, including program managers, policymakers, community organizations, and potential beneficiaries themselves. Through consultations, focus groups, or interviews, evaluators gather insights and perspectives on the target population. Stakeholder engagement ensures that the identification process is inclusive, participatory, and sensitive to the diverse needs and experiences of the target population.
