When evaluating a program aiming to provide health screening and tests for ex-offenders, consider the following five points:

Participation rate: Measure the participation rate of ex-offenders in the health screening and testing program. Evaluate the number and percentage of eligible individuals who actively engage in the program. A high participation rate indicates that ex-offenders are aware of the importance of health screening and are willing to take advantage of the services provided.

Health outcomes: Assess the impact of the program on the health outcomes of ex-offenders. Measure indicators such as the identification of previously undiagnosed health conditions, early detection of diseases, and improved management of chronic conditions.
