Upon receiving referrals from judges/magistrates, the YOAP members who are representatives from both departments will study all the SWD and CSD suitability reports and relevant materials on the cases, interview each offender, examine all viable treatment options for the concerned offender, and provide a recommendation on the most appropriate rehabilitation program to judges for reference on sentencing.
