The challenges to social workers in the provision of community services can be divided
into two categories. The first challenge stems from institutional arrangements relating to community service contracting out. The second challenge is related to the ability of social workers. Social workers lacked professional and practical training before they worked in communities, and they were not familiar with social welfare policies relevant to older adults, thus they felt stressed when providing services for older adults.
