When measuring the attitudes and opinions of discharged prisoners towards the penal system in Hong Kong, consider the following five indicators:

Perception of fairness: Measure the extent to which discharged prisoners perceive the penal system as fair and just. This can be assessed through survey questions or Likert-scale items that inquire about their beliefs regarding fair treatment, equal opportunities, and impartiality within the system.

Confidence in rehabilitation: Evaluate discharged prisoners' confidence in the effectiveness of the rehabilitation programs and initiatives provided by the penal system. This can involve questions that explore their likelihood of reoffending, their willingness to seek help or support, and their plans for reintegrating into society. By understanding their intentions, interventions, and programs can be tailored to address their specific needs and challenges.
