The before-after study without a control group is often used to evaluate the impact of a programme, but provides relatively weak evidence for the effectiveness of a programme. This design involves measuring the outcome of interest before and after the programme has been run. This study design is simple, and could be conducted relatively cheaply as all that is needed is a sampling frame and a research team to conduct observations at various sites.
