Another question… Regarding our previous discussion, I wonder if I could say that external and internal evaluators are more appropriate for different forms of evaluations? For example, it may be easier for internal evaluators to perform a formative evaluation.

The topic of comparing external and internal evaluators is so interesting! May I ask which quality is more important to an evaluator? Being objective or being trusted?
