The SERVQUAL scales by Parasuraman and colleagues (1985, 1988) and the SERVPERF scales by Cronin and Taylor (1992) are suitable in assessing quality and client satisfaction of the family planning services. There is a survey instrument associated with these scales, which might help to formulate your own instrument.
