Every outcome evaluation of any intervention requires the evaluator to answer two basic questions:
1.Has the intervention achieved the outcomes which it is aiming to achieve?
2.To what extent is this change due to the intervention vs other factors?
The first question is really practical – identify the outcomes of interest and the most appropriate way of measuring those outcomes.
The second is more challenging. How do you know that changes/improvements were due to the program or policy?
