According to the SWD website, three objectives are stated:
1. To reach out to EMs and connect the needy ones with mainstream welfare services
2. To provide services to forestall occurrence of family problems, enhance the problem-solving capacity, family relationship and support network of EM service users for early integration into the local community
3. To cultivate better understanding between EMs and local residents in pursuit of social inclusion and racial harmony
