The MEL Institute Project aims to enhance the capacity of NGOs in Hong Kong to measure, improve and disseminate information about the social impacts of their projects. There are various models to learn MEL knowledge and skills, one of which is the four-level model. The four-level refers to “reaction”, “learning”, “behaviour” and “result”.
