As an extended program for Hong Kong older adults who go to mainland China, the GD scheme is well planned and conducted. Still, I wonder if there are barriers to such extension? For example, why can’t the payments of GD Scheme allowance be credited directly to the elderly applicants’ bank accounts in Mainland China?

One thing I know about the GD scheme is that the constraints and limits for recipients are strict. May I ask how a recipient can prove his/her GD residential address if his/her name is not shown on water, electricity, and gas bills?
