Only able-bodied adults aged 60 in or after 1 February 2019 will be affected by the change in CSSA eligibility? Am I right?

We are planning to do an evaluation of the CSSA and thus collecting information about this scheme. I learned that the eligibility age of CSSA recipients has changed from 60 to 65, will able-bodied people age 60-64 who were receiving CSSA before 2019 be affected?
