Hi, I don’t get the concept “improvement focus”. Others told me that it is one of the general areas that program evaluators need to consider. Could anyone kindly help me with its meaning?

May I further ask why evaluators should learn about all stakeholders before evaluation? It seems quite unrealistic to understand everyone’s intention.

I understand that service providers should be involved in the program evaluation, but they might give answers based on their own thoughts, which could be quite different from service users. Hence, I wonder if their subjective answers would affect the objectivity of our program evaluation?

Hello. Our organization is preparing for an evaluation of the Project on Child Care Training for Grandparents in Hong Kong. As you may be aware that in most families of China, grandparents are taking care of children, instead of young parents. And they are very likely to meet lots of challenges in getting updated childcare knowledge and skills.
