As we know, the applicant of CSSA must pass both the income test and asset test. Taking the logical model into consideration, can the two tests be viewed as resources or activities?

I am reading some statistics of the Integrated Employment Assistance Programme for Self-reliance (IEAPS). And I found out that it shows that 25% of service recipients having secured employment or returned to mainstream schooling for at least one month from April 1, 2017 to March 31, 2020. Then may I say that it is an output of the program?
