One-group pretest-posttest design is used in the outcome evaluation of Juvenile Delinquency Program. However, someone argues that it may have testing bias. Could anyone explain what is testing bias?

We did not have plan for evaluation, but funders ask us to conduct outcome evaluations after we already start the program for caretakers for cancer patients. Any suggestions?
