So the definition of elderly households requires all members to be elderly, but new arrival households need only one member as a new arrival. Do I understand correctly?

Do new-arrival households mean all members are One-way Permit Holders and reside in Hong Kong for less than seven years?

If there is one or two members aged below 65 in the household, then it is not counted as an elderly household. Am I right?
