I think your topic is really important, but the perspectives of people with mental vulnerabilities have not been addressed in much depth in critical disability studies. Intellectual disabilities have been largely addressed by interested parties (such as family members) but rarely by people with disabilities. "Psychiatric Disabilities" have received scant attention from anyone. There have been some attempts to educate police about dealing with individuals with these disabilities, but they are limited. Police need to know how to deal with them, not only as suspects but also as victims of crime or as witnesses.
