I am not sure about the difference between case studies and user surveys. May I ask why some evaluators still use case studies to collect data even after surveying service users?

I’ve learned that there are four steps in preparing for evaluation, including clarifying the purpose, formulating questions, making plans on time, strategy and budget, and signing the contract.
